Joint Powers & Cooperative Agencies
The City of Golden Valley participates in a number of cooperative efforts with other governmental agencies and nonprofit organizations. The City Council appoints citizens, staff, and Council members to represent the City on these commissions, councils, and boards of directors.

The Bassett Creek Watershed Management Commission (BCWMC) is a joint powers board formed by the nine communities in the Bassett Creek Watershed-Crystal, Golden Valley, Medicine Lake, Minneapolis, Minnetonka, New Hope, Plymouth, Robbinsdale, and St Louis Park.
The original mission of the BCWMC was to control flooding and to maintain and enhance the quality of the surface and groundwater resources in the watershed. Since most of the flooding problems have been resolved by the BCWMC and member cities, its current primary emphasis is improving surface water quality and managing surface and groundwater for the benefit of citizens within the watershed and region.
The Joint Water Commission (JWC) is a joint powers board created by the Cities of Crystal, Golden Valley, and New Hope to purchase water from the City of Minneapolis and develop the infrastructure to deliver that water to their communities. The JWC oversees the management of the three Cities' unique water supply and storage system to provide its member cities with a secure, reliable, cost-effective water supply.

Oversees the operations of Northwest Community TV, which provides public and government cable access programming and local news from the cable TV studio at 6900 Winnetka Avenue in Brooklyn Park. Consists of 16 members (one representing Golden Valley). The City recommends one member for appointment by the Cable Commission

The Northwest Suburbs Cable Communications Commission oversees the cable communications franchise agreement for 10 suburbs in the northwest metropolitan area of the Twin Cities. Consists of 22 members (two representing Golden Valley, one of whom must be a council member).
