Collaborative Solutions Initiative: Investing In Community Well-Being
Collaborative Solutions is an investment in Golden Valley's commitment to enhancing public safety and well-being for all in the community. Whether you are living, visiting, or working here, you should feel safe, accepted, and welcomed.
In 2021, the City of Golden Valley received a $250,000 Pohlad Foundation public safety grant that is providing support for this through four interdepartmental goals:
- Identify community and develop partnerships through engagement and healing.
- Conduct a policy audit with coordinating recommendations to develop a more diverse workforce and equitable practices as a law enforcement agency.
- Train officers to enhance understanding of and develop skills and resources to use to create more inclusion and proactively engage at systemic racism.
- Create an interactive data dashboard for community use.
Key initiatives to date include creation of the Golden Valley Police Employment, Accountability, and Community Engagement (PEACE) Commission and an equity audit of Police Department policies and practices. City staff is collaborating across departments to enhance learning and professional development and to facilitate engagement through the PEACE Commission, community events, and other activities. This work supports the City Equity Plan’s key pillars of effective and inclusive community engagement and unbiased programs and services.
The City asked for input to ensure its police policies reflect the community’s values.
Over several months in 2025, people of all ages who live, work, and visit Golden Valley were invited to join online and in-person input sessions regarding a variety of policies (see below).

(Note: This session included a discussion on Unmanned Aerial System Operations due to the cancellation of a previous session caused by weather.)
Expanded response in Golden Valley means exploring various methods of providing public safety services through an inclusive and community-centered lens. This allows community members to get the help they need in the moment using specialized resources, de-escalation techniques, and preventative strategies. Examples of expanded response include:
- the Fire Department increasing staff training and certifications on EMS
- an embedded social worker providing triaged resources to community members
community response (crisis and warm lines like 988 for suicide prevention)
The City is exploring several options as part of its public safety strategy to provide community well-being, To ensure the its vision of public safety considers community voices and needs, in early 2025 the City asked for input from people of all ages who live, work, and visit Golden Valley. In-person and online engagement sessions were held:

The Pohlad Foundation and the National League of Cities awarded the public safety grant to the City for Reducing Harm Through Collaborative Solutions. The goal is to provide financial support to government agencies and community organizations to:
- innovate and transform traditional approaches to public safety
- reduce the occurrence and severity of negative encounters between law enforcement and the community
- actively confront racial disparities and history of racism to improve safety, trust, and greater well-being among Black, Indigenous, and People of Color (BIPOC)
