New Ordinance Defines Fair & Proper Use Of City Resources, Prohibits Federal Immigration Enforcement

On Feb 4, 2026, the Golden Valley City Council approved the first reading of an ordinance defining how City property and resources may be used and prohibiting staging operations on City property for the purpose of enforcing federal immigration laws.  

The ordinance responds to reported community and City staff concerns following Operation Metro Surge. This large-scale federal immigration enforcement initiative deployed around 3,000 Department of Homeland Security agents across Minnesota, including Golden Valley. Since this activity started, local leaders, residents, and City staff have experienced: 

  • increased stress
  • feelings of insecurity
  • fear for physical safety
  • emotional distress
  • reduced access to services for basic needs
  • disruption of daily activities, including education and business activity
  • diversion of local tax dollars for federal government operations
  • lack of public trust

The ordinance also affirms that City resources must be used responsibly and in alignment with City Council direction and community goals. It is intended to provide clear guidance, support responsible use of taxpayer dollars, and help maintain community safety and trust. The ordinance applies to all City-owned buildings, parking lots, and parks, and requires City staff to report any instances of federal use of City property or requests for assistance to the City Manager. The City does not have the legal authority to prohibit federal activity in the City.  

At the same Feb 4 meeting, the City Council adopted a resolution upholding the City’s commitment to equal service, responsible use of City services for City purposes only, and protection of constitutional rights during federal immigration activities.

The City Council will consider the second reading of the ordinance on Tuesday, Feb 17, 2026. Community safety, the safety of City staff, and de-escalation remain the City’s top priorities.
