Partners In Energy

In early 2020, the City of Golden Valley joined Xcel Energy’s Partners In Energy Initiative (PIE) to move forward in achieving its energy goals and assisting residents and local businesses in reducing energy bills and carbon footprints.

Partners In Energy is designed to provide communities with necessary resources to develop and implement energy action plans that reflect their vision for shaping energy use and supply in the future.

Golden Valley’s participation will last two years, with the initial six to eight months dedicated to developing a strategic energy action plan. The remaining two years will focus on implementing the plan. Join The PIE Planning Team

Partners In Energy and the City are recruiting 12 local leaders, business owners, and residents to serve on the PIE Planning Team. The team will also include up to two City staff and one Minnesota GreenCorps member.

Member Commitments and Duties

  • Team members must be able to attend up to three to five facilitated workshops over six months.
  • Meetings start in July or August 2020 and occur every four to five weeks (meeting dates will be provided after the first meeting is set).
  • Depending on final membership composition, commitment levels, and the impacts of COVID-19, one focus group meeting for targeted engagement may be added or replace a workshop.
    • Workshops and meetings will be professionally facilitated by Xcel Energy and Partners In Energy staff.
    • With current COVID-19 social distancing guidelines, Partners In Energy staff are prepared to hold workshops and engagements using remote video conferencing.
  • Team members will bring their unique perspective and experience to help the City develop an energy vision, goals, priorities, and actions resulting in the creation of a strategic energy action plan for the entire community.
  • Once the energy action plan is developed and received by City Council, the Energy Action Planning Team will be disbanded and the City will move into Phase 2 of the Partners In Energy program (Plan Implementation with 18 months of assistance).

Member Selection Criteria

The City will conduct an open application process with a targeted approach to promote equity and enhance the diversity, perspective, and experience of the group and to reach key sectors that can greatly influence energy production and consumption in the community. Any resident of Golden Valley or employee of a business or organization within Golden Valley is eligible to apply. The targeted approach will result in the Energy Action Planning Team having the following representation:

  • one to two citizen(s)-at-large
  • three to four members from City Boards and Commissions (ie, Environmental Commission, Human Rights Commission, Rising TIDES Task Force, and possibly Human Services Commission or Planning Commission)
  • three to four members from business sector
    • Golden Valley Business Council or TwinWest Chamber of Commerce
    • corporate (large corporation with energy/sustainability goals and experience)
    • industrial (industrial company with operations in Golden Valley)
    • commercial/Office (owner/operator, broker, property manager)
  • one to two members from the multi-family residential sector (owner, broker, property manager, residents)
  • two to three members from the community/institutional sector
    • schools
    • community-based organizations
    • faith-based organizations
    • youth or seniors

Selection Process

A committee (four City staff members and chaired by one City Council member) will review applications and select up to 12 members based on the established criteria, then make a recommendation to the City Council for final approval at a Council meeting in July.
