The City of Golden Valley encourages good tenant/landlord relationships. Landlords and tenants should choose each other wisely and be knowledgeable about their rights and responsibilities.

The responsibilities that go along with being a landlord and a tenant are governed not only by the State, but also by local ordinances (learn more about Golden Valley's home rental licensing requirements).

Although tenants have an obligation to help keep a rental property in compliance with community standards, it is ultimately the landlord’s responsibility to ensure safe and sanitary living conditions within the rental property. Both landlords and tenants are responsible for preventing insect and rodent infestation as well as any necessary extermination.

The Minnesota Attorney General's Office publishes a free handbook (Landlords and Tenants: Rights and Responsibilities) that outlines expectations for tenants and landlords as spelled out by State Statutes. This booklet covers lease agreements, background checks, screening, security deposits, evictions, and other tenant/landlord issues.

Resources For Tenants

  • HOME Line is a nonprofit that provides free legal, organizing, education, and advocacy services so tenants can solve their own rental housing problems. HOME Line works to improve public and private policies relating to rental housing by involving affected tenants in the process. HOME Line is available to all tenants, regardless of income. Tenant/landlord law advice and problem-solving includes:
    • explanations of applicable laws
    • procedures for legal options available to tenants
    • providing form letters, fact sheets, excerpts from statutes, or other written information
    • referrals to local housing inspectors, sources of emergency assistance, etc
  • Community Mediation & Restorative Services, Inc is a nonprofit community-based mediation and restorative justice provider.
  • LawHelpMN.org provides resources to help low-income people understand legal issues and solve problems.
