2017/2018 Tennis Court/Pickleball Rehabilitation

NOTICE IS HEREBY GIVEN that sealed bids will be received by the City Council of the City of Golden Valley, Minnesota, at the office of the City Clerk, Golden Valley City Hall, 7800 Golden Valley Road, Golden Valley, Minnesota 55427-4588, until 10:00 AM, November 7th, 2017, at which time they will be publicly opened in the City Council Chambers.

A pre-bid meeting will held at South Wesley Park (8200 Plymouth Ave. N.) on October 31st at 10:00 AM.

This project includes reconstruction and addition of tennis courts (4) at South Wesley Park (8200 Plymouth Ave. N.) including fence, fence posts and gates, bituminous, nets, net posts, and fence slats. Reconstruction of bituminous access trail is included in the project.

This project also includes reconstruction and addition of Pickleball courts (6) at Wildwood Park (7401 Duluth Street) including fence, fence posts and gates, bituminous, nets, net posts, and fence slats.
  
There are also alternates for the project. Landscaping and 36’ and 60’ courts at the South Wesley Park location.
                                                           
Bidding information, specifications and proposal forms are available electronically at courtbuilder@ameritech.net. Bids must be accompanied by a money order, cash deposit, bid bond, cashier’s check or certified check payable to the City of Golden Valley for five percent (5%) of the amount bid, (to be forfeited as liquidated damages in the event the bid is accepted and bidder shall fail to enter promptly into a written contract and furnish the required bond).

Each proposal, together with proposal guaranty, shall be submitted in a sealed envelope, with the name of the bidder and the nature of the bid clearly indicated thereon.

No bids shall be withdrawn for a period of sixty (60) days after the bids are opened. The City Council reserves the right to reject any or all bids and to waive informalities.

INTRODUCTION
The City of Golden Valley is seeking proposals for custodial services for its facilities located on its main campus and two remotely located fire stations. Professional custodial service vendors are requested to submit proposals to the City for consideration. The proposal must contain a statement of qualifications, document experience in similar settings, discuss staff qualifications and training, and propose a schedule of service.

The City of Golden Valley staff will review and evaluate all proposals, and may request additional information, clarification, or presentations. Vendor’s should provide specific and pertinent information and submit all information requested. 

SUMMARY OF SERVICES & CONTRACT
Janitorial services are required for a total of seven buildings, five on the Golden Valley City Hall campus and two remote fire stations. The scope of services include daily vacuuming, trash removal, and restroom cleaning; weekly cleaning and dusting; periodic floor waxing and deep cleaning. A detailed list of tasks and frequency is attached for each building.

Responsibilities

  • The selected Vendor will provide all equipment and cleaning products necessary to satisfactorily complete the scope of work. The cost of labor, supplies, materials and equipment are to be included in the proposal.
  • The City will provide disposable/consumable items including paper towels, toilet paper, soap, and liners for the Vendor to place and restock in the City facilities. The Vendor will refill containers and fixtures daily.
  • Contractor to provide with the proposal: 1) list of equipment to be used  2) list of chemicals and materials to be used 3) Proposed cleaning schedule for each building

Vendor Team

  • Vendor’s will complete appropriate background checks on its employees. 
  • Vendor’s employees assigned to clean the Public Safety Building will be subject to additional background checks and requirements set by the Police Department.
  • Vendor’s staff will wear any required ID badges and uniforms.

Frequency of Cleaning

  • General cleaning services are to be completed daily, Monday through Friday.
  • The Public Safety Building is to be cleaned Monday through Saturday.
  • Cleaning must coordinate with City meetings and events. City will work with vendor to finalize schedules.
  • Two remote fire stations will be cleaned three times per week.
  • Hours of cleaning will be as follows:
    • City Hall                                   After 5:00 PM
    • Public Safety                           After 5:00 PM
    • Park Maintenance                   After 3:30 PM
    • Street Maintenance                After 3:30 PM
    • Utilities Maintenance             After 3:30 PM
    • Vehicle Maintenance              After 3:30 PM
    • Fire Stations 2 & 3                  Mid Afternoons

Contract Term

  • The contract form is attached.
  • The term of the contract will be for one year, beginning January 1, 2018 through December 31, 2018, with the option of four (4) annual renewals.
  • City shall pay Vendor monthly for services within 35 days of receipt of invoice.
  • Cleaning tasks are subject to modification upon agreement of City and Vendor.

Insurance

  • Vendor shall provide a certificate of insurance as follows:
    • Comprehensive General Liability – Bodily injury liability $500,000 per person and $1,000,000 per occurrence
    • Property Damage Liability - $500,000 per occurrence and $1,000,000 aggregate.
    • Worker’s Compensation - $500,000.

Additionally, janitorial services are required on an as-needed basis for the banquet and event spaces at Brookview, as well as shelters at Brookview Park and Schaper Park. The scope of services includes daily vacuuming, trash removal, and restroom cleaning. Detailed lists of tasks, locations, and frequency are attached.

  • Cleaning chemicals should be environmental friendly whenever possible.

Vendor Team

  • Vendor’s will complete appropriate background checks on its employees. 
  • Vendor’s employees may be subject to additional background checks and requirements by the City’s Public Safety Department.
  • Vendor’s staff will wear any required ID badges and uniforms.

Frequency of Cleaning

  • Brookview - General cleaning services at Brookview are to be completed daily, Monday through Thursday between 11:00 PM and 5:00 AM; Fridays and Saturdays between 12:00 AM and 5:00 AM; or upon request of special event cleaning.
  • Brookview Banquet & Event space – Cleanup of banquet & event space following rentals on an as-needed basis.  Services are generally expected to be needed following events on Friday, Saturday and Sunday evenings. This may vary depending on use.
  • Brookview Park Shelter - Cleaning of Brookview Park & Tennis shelters are required on an as-needed basis between May 1st and October 31st on Saturday and Sunday mornings before 11:00 AM and in the afternoons between 4:00 and 5:00 PM. 
  • Schaper Park Shelter – Cleaning of Schaper Park Shelter is required on an as-needed basis from April 1st to October 31st on Saturday and Sunday afternoons.
  • Golf Maintenance Building - General cleaning services at the Golf Maintenance Building to be completed Monday through Friday between April 1st and October31st, and Monday, Wednesday, and Friday between November 1st and March 31st between 5:00 PM-5:00 AM.

Contract Term

  • The form of contract is attached.
